摘要:: 随着人口老龄化加剧，老年人护理需求急速增长，建立长期护理保障极为必要。目前安徽省主要采取以居家为基础的家庭护理和社区护理、机构护理等护理形式，但长期护理保障面临困境，主要表现为：家庭户规模缩小致使家庭护理陷入困境，社区护理发展缓慢，机构养老床位一位难求，护理人才紧缺和护理服务单一。政府必须采取联合多方力量、加强护理人才队伍建设、开发低龄老人人力资源、打造“医养结合”新模式、开发长期护理保险新险种等举措，为老年人长期护理提供保障。

Abstract:: With the growth of aged population, the demand for caring for the old is increasing. It’s necessary to establish the long-term nursing care in Anhui province. There are home based family care and community care, institutional care in Anhui Province. But Long term care faces difficulties. For instance, because the household size is narrowed, the family care will be in difficulty. And the slow development of community care, most of the institution endowment beds are hard to find. At the same time, shortage of nursing talents and care services are also problems we now encountered. Considering the present situation and problem of the nursing security in Anhui province, therefore, we put forward some countermeasures, like the government should joint social and family parties’ strength, and develop human resources of the young old man, build new pattern of “medicare combined with pension”. Meanwhile, the development of long-term care insurance is planted to alleviate the burden of the old man.
