摘要:: 发达国家的医疗保险制度起步早，发展时间长，制度较为健全，为应对医疗费用的持续增长采取了多种改革措施，以期能保持医疗保险基金的可持续发展。我国医疗保险制度建立以来，虽然取得了一系列的进步，但医疗费用的持续上涨仍有待解决。主要介绍德国、美国、英国不同的医疗保险模式的特点，并且分析了其改革的经验，希望能为我国政府有效控制医疗费用，实现医疗保险基金的可持续发展提供借鉴和参考。

Abstract:: The medical insurance system in developed countries started early, developed for a long time and the system was relatively sound. Various reform measures were taken to cope with the continuous growth of medical expenses in order to maintain the sustainable development of medical insurance fund. Since the establishment of medical insurance system in China, although a series of progress has been made, the continued rise in medical expenses remains to be resolved. This paper mainly introduces the characteristics of different medical insurance modes in Germany, the United States and the United Kingdom, and analyzes the experience of reform, hoping to provide reference for the effective control of medical expenses and the sustainable development of medical insurance fund.
