摘要:: 新时期，“三农”问题不仅成为农村发展的经济问题，也是维护农村地区稳定、保障农民利益的政治问题。目前我国农民利益表达机制由于农民自身的局限性、制度性表达渠道不通畅、农民组织的体制性缺失、农民政治冷漠等原因，使得农民利益长期得不到较好地表达，农民利益流失，可以从提高农民利益表达意识、转变政府人员角色，建立新的绩效评估机制、疏通农民利益表达渠道、加强农民组织化程度、加大大众传媒的作用等方面完善农民利益表达机制。

Abstract:: At present, Chinese rural communities are in a violently transitional period. Rural areas in China have seen a rapid development, while the various conflicts also stand out in the areas. The so called“peasants, village and a— griculture”issue is not only an economic problem affecting rural development, but also a political issue concerning the stability of rural areas and the interests of farmers. Because of the limitation of peasants, the obstacle of expression channels, the absence of systematicality of peasants’organizations, and the peasants’political apathy, peasants’longterm interests can not get a better expression. This paper proposes building the expression mechanism. It suggests en— hancing peasants’awareness of the expression, dredging channels for expressing the interests, changing the role of gov— ernment staff, establishing a new performance assessment mechanism, improving the level of peasant organization and increasing publicity.
