目前，我国城市的文化治理的整体水平有待提高。制约我国城市的文化治理主要因素有文化管理机制不够完善、社会成员参与意识薄弱、文化需求与供给矛盾突出、城市的文化资源开发利用不合理。提高我国城市的文化治理，需要健全文化管理机制，提高社会成员参与意识，优化城市的文化供需结构，合理利用城市文化资源，让文化成为城市竞争力的灵魂。

At present, the integral level of city’s culture governance need improving. The major restrictive factors are：the incomplete culture management mechanism, the lack of social member’s awareness, the contradiction between supply and demand in culture, unreasonable development and utilization of the city’s cultural resources. In order to raise the level of culture governance, it needs to build a sound culture mechanism, increase social members participation awareness, optimize the structure of the cultural supply and demand, develop the city’s cultural resources reasonably, let the culture be the soul of city competitiveness.
