摘要:
作为政府伦理建设的重要组成部分，官德建设的实用价值在于实现制度化。从组织理论的视角进行考察，其内涵应包含两个层面：首先要明晰官德建设的现实背景，即官僚组织的特性及其面临的困境；其次需重新调整官德建设的组织基础，其要旨则在于政府责任体系的重构。在当前，作为官德建设制度化的基本路径，政府责任体系的内容至少应包含政府伦理责任、政府法律责任与政府绩效责任等。
Abstract:
As an important part of government ethics system, the practical values of preaching official moral virtue lie in the realization of system. Examined from the perspective of organization theory, its connotation should include two aspects：first, it should be defined according to the practical situation, namely the characteristics of bureaucratic organization and its predicament; second, it should be based on organizational basis readjusted to the government responsibility system. At present, as a basic approach to the official's virtue preaching, government responsibility system should be redefined to include at least government's ethical responsibility, government legal responsibility and political accountability.
