摘要:: 纵观历史，贫困与反贫困是人类社会永恒之话题，反贫困工作是现代政府不可推卸之职责，然而当前我国政府扶贫工作面临着体制碎片化、组织碎片化、以及绩效评估碎片化等一系列困境。从整体性治理之视角出发，对政府治理中体制机制的完善与整合、政府贫困治理组织结构的整合以及政府绩效评估的完善等措施进行探讨，以期有效推动政府反贫困工作的进一步发展。

Abstract:: Throughout history, poverty and anti-poverty is the eternal topic of human society. The anti-poverty work is an unshirkable responsibility for modern government, but current government is facing a series of difficulties about poverty alleviation work, such as fragmentation of the system, fragmentation of the organization, as well as the fragmentation of the performance evaluation system. This paper is trying to discuss how to improve and integrate the system of governance mechanism, the government poverty management structure and the government performance evaluation system from the view of holistic governance, which in order to promote the further development of government anti-poverty work effectively.
