摘要:
公益创业昭示着社会发展的新趋势和创业的新模式，成为越来越多群体实现自身价值和服务社会的重要选择，但是公益创业的发展目前存在制度建设缺失、法律地位不明确、组织资源匮乏、竞争力不足等内外部困境。从政策供给的角度分析，公益创业在政策层面存在一系列问题，应优化相关政策措施，以完善当前公益创业政策体系，促进公益创业事业的发展。
Abstract:
Social entrepreneurship is the new trend of social development and the new model of entrepreneurship. More and more people choose social entrepreneurship to realize their own value and serve the society. But social entrepreneurship still exist a series of problems, such as lack of system construction, unclear legal status, lack of organizational resources and competitiveness. This paper attempts to analyze those problems in the policy level from the perspective of policy supply. And the policy measures should be optimized to improve the current public policy system to promote the development of public welfare entrepreneurship.
