地方政府行政层级改革：鄂州样本-《武汉职业技术学院学报》

摘要:: 地方政府解放乡镇发展束缚，打破行政层级在社会管理和经济发展中的瓶颈的试验在全国大范围展开，减少地方政府行政层级、实现部门“扁平化”管理是未来行政改革发展方向。鄂州市试行“一级政府三级管理”，对地方政府减少行政层级进行探索，建立了以“市-功能区-新社区”为行政架构的“三级管理”体制，提升了行政效率，成为新时期地方政府建设服务型政府的新型路径与机制，并取得许多积极成果。鄂州市G区通过试行“一级政府三级管理”的基本经验和现实挑战，对我国其他地区的行政区划管理体制改革具有重要的借鉴意义。

Abstract:: With the booming of test that liberating the town development and breaking the bottleneck of administrative hierarchy in social management and economic development, it is the future direction of the development of administrative reform that reducing administrative levels of local governments and departments to achieve “flat”management. Ezhou city tries to carry out the policy of “one level government, three levels of management”, explores the local governments’ reducing administrative levels, establishes administrative framework of “three level management” system: “city-function district- new community”, enhances the administrative efficiency, becomes new type of the path and mechanism in the period of the construction of service type government, and achieved many positive results. The experiences and challenges from “first level government and three-level management” in G District of Ezhou have an important reference to the administrative division of the administrative system reform in other regions of China.
