摘要:
在官场生态悄然变化的新形势下，“庸政”现象在部分地方政府中渐渐扩散，因此，“治庸问责，强化吏治”成为许多地方政府的共同选择。武汉市强力掀起的“治庸问责”风暴，是地方政府“治庸问责”实践历程中的范本，但研究发现，在实践过程中还存在问责主体不够完整、问责依据不够严谨、问责程序不够完备的情况，应通过加强异体问责、完善治庸问责程序、完善政府官员绩效评估体系、加强领导干部的思想教育等不断改进，进而提高“治庸问责”实际绩效。
Abstract:
In the new situation of quiet changes in officialdom ecology, the phenomenon of “mediocrity” gradually spreads in some local governments. Therefore, “mediocre accountability and strengthening official administration” has become the common choice of many local governments. Wuhan City, a strong set of “mediocre accountability” storm, is the model for local government in the course of “mediocre accountability” practice, but the study found that in the course of practice there is still the main body of accountability is not complete, the accountability is not rigorous, and accountability system is not complete enough. It should be improved by strengthening accountability system, improving the governance of accountability procedures, improving the performance evaluation system of government officials, and strengthening the ideological education of leading cadres and other continuous improvement.
