摘要:: 随着我国城市化进程的加快，城市常住人口对基础设施建设的需求逐渐增多，伴随而来的邻避冲突现象也越来越突出。因此，分析邻避冲突的现实困境，找到解决冲突的策略方案就显得尤为重要。由于邻避冲突涉及政府、企业、非政府组织、民众等在内的众多利益主体。所以，它的有效治理需要多元主体的协同合作来完成。此外，由于我国目前对邻避事件的解决尚处于协同治理初期，多方合作的优势还很不明显，这就要求政府发挥其主导作用：即通过完善自身建设，同时培育多方力量，使各方积极有序的开展合作，确保协同优势得到最大程度的发挥，以此来实现邻避冲突问题的有效解决。

Abstract:: With the accelerated process of urbanization in our country, the demand for infrastructure construction is increasing gradually which is driven by urban resident population, and the accompanying conflict phenomenon is becoming more and more prominent. Therefore, it is particularly essential to find a strategic scheme to solve the conflict. Due to many relevant stakeholders are concerned with NIMBY conflict, including government, enterprise, non-government organizations and the public, etc. So, it requires the cooperation of multiple subjects to achieve effective governance. Moreover, because current settlement of the NIMBY incident in our country is still in the early stage of collaborative governance, the advantages of multi-subject cooperation is not obvious, thus requiring the government to play its leading role in dealing with the problem of NIMBY. Through improving government construction, cultivating multi-force, so that the parties can conduct cooperation in an active and orderly manner, eventually, to maximize the benefits of collaboration.
