摘要:: 20世纪后半期，新公共管理运动在批判和继承传统公共行政基础上兴起并蓬勃发展，并成功指导了许多国家政府改革和管理实践。究其原因，主要有二方面：一是全球化和信息化带来的时代背景；二是西方国家财政危机、信任危机和管理危机的现实困境。通过对新公共管理运动产生的原因进行探讨分析，可以更清楚新公共管理运动兴起的必然性，引导我们思考未来公共管理理论前进的方向，不断提高理论回应现实的能力和理论的“解题能力”。

Abstract:: In the latter half of the twentieth century, the new public management movement rose and flourished on the basis of criticizing and inheriting the traditional public administration. There are two main reasons: first, the background of globalization and information technology; Another reason is the reality of financial crisis, trust crisis and management crisis in western countries. Through analysis of causes of the new public management movement, we can more clearly understand the inevitability of the rise of the new public management movement, and meanwhile we can think about the future direction of public management theory, and constantly improve the theoretical responsive ability of reality and solving ability of the problem.
