摘要:: 教代会制度是高校管理体制的重要组成部分，具有代表性、民主性和严肃性等特点。现代大学制度是大学依法自主办学，实行科学管理、民主管理的重要制度，以大学自治、学术自由、教授治学和以人为本为主要特征。民主管理是现代大学的重要组成部分，大学自治必须依靠民主意识维护，民主管理是学术自由的制度保障。教代会是现代大学民主管理的重要制度安排，加强教代会制度建设有利于加强和改善党的领导，有利于校长履行自身职能，有利于调动广大教师的积极性。

Abstract:: Teachers’ congress is an important part in college management system, which is representative, democratic and serious. Modern university system is an important system for the university to carry out the scientific management according to the law in the national macro-control. And it is characterized by university autonomy, academic freedom, professorial scholarship and people-oriented principal. Democratic management is an important part in modern universities. University autonomy must be maintained by democratic consciousness. Democratic management is the system guarantee for academic freedom. Teachers’ congress is an important institutional arrangement for modern university democratic management. Strengthening the construction of teachers’ congress system is good for strengthening and improving the party’s leadership, performing their own functions for principals and mobilizing the teachers’ initiative.
