合作治理视阈下乡镇政府的角色定位与职能重塑-《武汉职业技术学院学报》

摘要:: 税费改革后乡镇政府一直运行困难，无法为乡村提供良好的公共服务，其存废问题引起关注。但由于国家社会化尚未完成以及我国处于现代化建设的关键时期，乡镇政府必须长期存在，积极发挥公共服务职能。在合作治理的视阈下，乡镇政府的角色定位是官民合作组织，由内部的官民合作延伸到外部合作，即通过与县级治理主体、村民自治组织以及社会治理力量的合作治理重塑乡镇政府的公共服务职能。

Abstract:: After the taxation reform, town government has been running hard and unable to provide good public services for rural, and its debate has been raising concern. Because state-socialition has not been completed and our country in a critical period of modernization construction, the town government must exist for a long time, and play to the public service functions actively. Under the perspective of cooperation governance, the role orientation of township government is officer of people cooperation organization, which by internal officer people cooperation extends to the external cooperation, namely reshaping towns government public service function by cooperating with the county governance body, the villagers' autonomous organization and social governance power.
