基于电子政务视角下网络政治参与研究()

Title:: Research on network political participation from the perspective of electronic government

摘要:: 互联网的出现、迅速发展以及通讯信息技术的进步不仅提高了公众政治参与的能力，而且提升了公众的话语权。电子政务的开展，为公众网络政治参与提供了一个崭新的自由空间，为政府与大众进行沟通、进行平等对话提供了一个结实的桥梁。但是由于网络的虚拟性、开放性，数字鸿沟的存在，导致了网络主体参与意识不强、参与行为具有非理性等问题，这不仅使得网络真实民意得不到表达与诉求，而且使政府治理受到了挑战。因此政府应采取积极措施把我网络政治参与的趋势、不断完善网络问政平台。

Abstract:: The emergence and rapid development of the Internet and the development of communication and information technology not only improve the public’s ability to participate in political participation, but also enhance the public’s right to speak. The development of electronic -government provides a new free space for public network political participation, which provides a strong bridge for the communication between the government and the public. However, due to the virtuality of the network, openness, the existence of the digital divide, resulting in the network is not strong participation in the main, irrational behavior and other issues, which not only makes the network of public opinion can not express and demands, and that government governance has been challenged. Therefore, the government should take active measures to grasp the trend of political participation in the network, and constantly improve the network platform.
