摘要:: 为了提高行政效率,中国政府在公共服务方面进行改革,逐步推行公共服务外包并取得一定的成效。不过市场充满高度不确定性与危机,这可能使政府公共服务外包偏离预期的轨道,政府公共管理外包管理受到极大的挑战。政府需要转变理念,树立风险规制的意识。本文提出风险规制主要包括风险评估、风险控制和风险沟通三个环节。政府公共服务可以外包的项目、外包合同招标与签约、外包企业的执行过程监督到最终的绩效评估,每个环节都要有相应的约束机制,这也是有效实施公共服务外包的重要保障。

Abstract:: In order to improve administrative efficiency, the Chinese government adopts the public service reform, takes steps to carry out public service outsourcing and achieves certain effect. But the market is full of high uncertainty and crisis, which may make the government public service outsourcing deviate from the desired track. The outsourcing management is facing a great challenge. The government needs to convert the conception, establishing the conscious原 ness of risk regulation. The paper points out that risk regulation includes risk assessment, risk control and risk commu原 nication. Each chain of outsourcing from the offer of government public service outsourcing project to the bidding and contracting, the supervision of enterprise execution and the evaluation of contractor's performance should all be re原 strained with corresponding restriction mechanism, which is an important guarantee of the effective implementation of public service outsourcing.
