摘要:
船舶委托经营是水运市场发展繁荣的必然产物,但同时也为企业带来船舶营运安全管理方面的难点问题。为了引导沿海船舶委托经营管理的有序化、规范化运作,本文在分析浙江沿海船舶委托经营现状的基础上,指出其存在的问题,如委托经营管理机制不完善,经营权与管理权分离,"托而不管,让托不让管"等问题并提出针对性的解决措施与方案,提高认识,规范委托经营管理合同,建立监管体系。为政府部门完善水路运输监管体系提供参考,也为航运企业与船东进行委托经营管理和实务操作提供指导。
Abstract:
The entrusted operation is the inevitable product of waterborne market prosperity，but also brings the difficult problems to ship operation safety management for enterprise. In order to guide ordering, standardized operation of the coastal ship entrusted management, the paper analyzes Zhejiang coastal ship entrusted operation，points out the existing problems ,and puts forward the measures and schemes for the government departments to improve the waterway transportation monitoring system，which provides guidances and references for the shipping enterprises and the owner to entrust operation management.
