制度分析不仅是一种工具，更是一种独立综合的研究方法，有独立于其他研究方法的发展路径。从基本假设、逻辑起点、研究路径、条件与限度四方面对制度分析方法进行梳理。并对其中的制度、制度分析进行定义分析，梳理制度分析的不同层次，研究制度分析的特征，罗列出其具体的操作步骤，为制度分析方法的应用提供基础的参考价值。

System analysis is not only a tool，but also an independent comprehensive research methods. This paper analyzes the methods from the aspects of basic hypothesis，the logical starting point，research path，the conditions and limits. It especially uses definition analysis of the system，system analysis，combing the different levels of institutional analysis， studying characteristics of institutional analysis，listing the specific steps，providing the reference for the application of the system analysis method.
